North Carolina Driver's License
New residents of North Carolina have 60 days to obtain a driver's license after becoming a resident. To apply, you must appear in person at one of the state’s driver license offices and take the required tests. You may make an appointment for testing by telephone at the North Carolina DMV office near you.
It is recommended that you read the North Carolina’s Driver's license requirements and traffic laws in the NC DMV Driver Handbook, to familiarize yourself with the driving rules of the state. The DMV Driver Handbook is available online, at all driver license offices.
You must present your current out-of-state license or two other accepted forms of ID (such as passport or birth certificate), proof of residency (utility bill, bank statement, etc.), plus your Social Security or taxpayer ID and liability insurance from an insurer licensed in
North Carolina .

North Carolina Vehicle Registration
When moving to North Carolina from out of state, you have 30 days to register your vehicle. Out-of-state residents moving to North Carolina must have a North Carolina driver's license or special identification card prior to registering a vehicle. To register your vehicle, you must furnish the DMV the title (unless the title is held by a lienholder) and a valid registration card from the your previous state. New residents pay a title fee of $40 and a registration fee of $28 for private passenger automobiles for a license plate and validation decals. License plate fees for other types of vehicles are based upon plate classification.
You must obtain a vehicle safety inspection within 10 days of receiving your license plate. This costs $9.30 and can be done at any state-authorized inspection station. Inspection is required annually. Vehicles newer than 1976 must pass a $30.00 annual emission inspection.
N.C. counties assess property taxes annually, including on vehicles, boats etc. Your car will be registered when you receive your license plate, and you'll receive a bill in about three months.
